OTHER VOICES The Struggle for Community Radio in India

Other Voices is a significant study of an emerging alternative media scene in India in the larger context of the globalisation of mass communication. It explores community radio in India. When the trend globally is toward mergers, acquisitions, and concentration of ownership in fewer and fewer corporate hands, civil society organisations all over the world have been promoting such alternative, community-owned media.This study investigates the ideologies and communication practices of various community-based organisations that have been using community radio as a means for empowerment at the grassroots. Adopting the case-study method, the authors do an indepth analysis of four community radio projects in India—in Andhra pradesh, Karnataka, Gujarat and Jharkhand.This book documents the struggle for community radio in India in the context of the state`s reluctance to open up the airwaves, It explores appropriate frameworks for policy-making, including a comparative study of the policies related to community radio in liberal, democratic countries. It also offers a comprehensive assessment of the history of broadcasting policy in India, leading up to the announcement of a community radio policy at the end of 2006.

Broadcasting Day
To commemorate the anniversary of Mahatma Gandhi's visit to Braodcasting House, All India Redio celebrated 12-11-2007 as public service broadcasting day. The day marks the arrival of Mahatma Gandhi at AIR premises at New Delhi in 1947. The father of the nation came to All India Radio for a special broadcast to address the refugees from Pakistan camping at Kurukshetra. A special programme was organised on this occasion in the premises of Broadcasting House. Gandhiji's favourite bhajans and part of his speech which was broadcast on this day in 1947 was played. Chief Executive Officer of Prasar Bharati, Mr. B. S. Lalli, Gandhians and other dignitaries attended the function.

VOA Urdu Expands to 12 1/2 Hours to Cover Pakistan Emergency
PRESS RELEASE - Washington, D.C.,
November 7, 2007 - The Voice of America'sUrdu Service has expanded its radio news broadcasts to 12.5 hours daily fromfive hours in response to the crisis in Pakistan."The Pakistani government has shut down all independent media insidePakistan," said VOA Director Danforth Austin. "We find ourselves, along withthe BBC, among the only international broadcasters currently heard inside ofPakistan."VOA's Urdu Service is now broadcasting an all-news format on radio inresponse to the Pakistani government's crackdown. VOA's two televisionaffiliates-GEO TV News and Aaj TV-are off the air inside of Pakistan.However, VOA continues to reach the audience via radio and the Internet.Today, VOA Urdu added an additional radio broadcast from 11:30 a.m. to 12noon Pakistan time to supplement its 7:00 p.m. to 7:00 a.m. Pakistan timelive news and current affairs programming.Some highlights of coverage include live interviews with Benazir Bhutto andNawaz Sharif, two former Prime Ministers of Pakistan, who were guests on theVOA Urdu program Roundtable Discussion, as the news blackout was beingimposed in Pakistan. VOA Urdu also interviewed many Pakistani oppositionfigures, including Iftekhar Gilani, spokesperson of Benazir Bhutto's party,and religious leaders such as Qazi Hussain Ahmad, along withman-on-the-street reaction in Karachi, Lahore, Peshawar, Quetta, andIslamabad.In addition to VOA Urdu, VOA's six-hour Deewa Radio, live broadcasts inPashto to the border areas of Pakistan and Afghanistan, also switched to anall-news format to cover the crisis. 'World's smallest radio' unveiled
The world's tiniest radio is a step closer to reality.
US scientists have unveiled a detector thousands of times smaller than the diameter of a human hair that can translate radio waves into sound.
According to a University of California team, the study marks the first time that a nano-sized detector has been demonstrated in a working radio system.
Made of carbon nanotubes a few atoms across, it is almost 1,000 times smaller than current radio technology.
Peter Burke and Chris Rutherglen incorporated the microscopic detector into a complete radio system.
They used it to transmit classical music wirelessly from an iPod to a speaker several metres away from the music player.
Full details of their findings will be published next month in the American Chemical Society's Nano Letters.
"Though we have only demonstrated the critical component of the entire radio system out of a nanotube (the demodulator), it is conceivable in the future that all components could be nanoscale, thus allowing a truly nanoscale wireless communications system," they write.
Smart dust
Many companies are interested in the long-term potential of carbon nanotubes - tiny cylinders of carbon that measure just a few billionths of a metre across.
Kris Sangani, Consumer Electronics Editor at the Institution of Engineering and Technology, UK, one of the world's leading professional societies, said there were many possible real world applications of "microscopic radio technology"- in medicine, commerce and on the battlefield.
He said the real challenge for industry was to miniaturise not just radio technology but other components such as sensors, the power supply and processors.
"Scientists are looking at carbon nanotubes to miniaturise all other technologies as well," he told BBC News. "If you can combine miniaturisation with cost control; that type of technology would be ubiquitous."
Such a development would bring the concept of smart dust - a cluster of devices, smaller than a grain of sand, equipped with wireless communications that can detect the likes of light, temperature, or vibration - into the realms of reality rather than science fiction.
Future uses might include meteorological, geophysical and biological research sensors. They could also be used for discrete military surveillance, or to create a distributed internet that would be accessible anywhere.

FM service to go on air in Dharmapuri
Good news for music lovers in Dharmapuri district. All India Radio (AIR) is all set to launch FM radio service from October 2 here. AIR sources pointed out that the station will relay FM rainbow programmes from Chennai between 6 a.m. to 12 noon.
The frequency of FM channel Dharmapuri is 102.5 Megahertz. The stereo transmission would operate on a frequency of 100.2 MHZ with a power of 10 Kilowatt. The station has been provided with a full-fledged studio for producing programmes for local transmission. The station would cater to a radius of 60 km.
The State Government acquired a total of 7 acres during 1997 for establishment of AIR station at Adhiyamnkottai near Dharmapuri. Though construction of a high power TV transmitter, studio and staff quarters were completed in 1999 there was an inordinate delay in commissioning the station.
Barring a few test transmissions in October 1, 2002 the station did not relay any full-fledged programmes. Though the station was fully equipped with State-of-the-art facilities it was not staffed to resume transmission, sources said. Comprehensive plan
According to Dharmapuri MP Dr. R. Senthil the main objective of opening FM stations in rural areas was to bring out the native talent and broadcast local issues. Though 14 FM radio stations were built under rural stations scheme none of them are under utilisation.
A comprehensive plan should be developed to make the station fully functional and telecast local programmes.
The advent of the station especially with facilities to produce programmes is expected to largely cater to the farming community and students.

Radio Mirchi launches in Madurai
Radio Mirchi 98.3 FM has launched in Madurai taking the total number of stations to 24 across the country.
Besides Madurai Radio Mirchi is already operational in places which include Mumbai, Delhi, Chennai, Kolkata, Indore, Ahmedabad, Hyderabad, Bangalore, Jaipur, Pune, Patna, Jalandhar, Goa, Bhopal, Vadodara, Kanpur, Rajkot, Varanasi, Nashik, Lucknow, Surat, Aurangabad and Kolhapur.

Kalanidhi Maran-promoted media group Sun TV today said it will launch two FM radio stations at Madurai and Tuticorin in Tamil Nadu from tomorrow.
"These Stations can be heard at 93.5 MHz frequency in Madurai and Tuticorin and the programs will cater to the audience of all age groups," Sun TV said in a communique to the Bombay Stock Exchange.
The two new stations would be launched under the brand 'Suryan FM' through a Sun TV subsidiary Kal Radio Ltd. With the launch of these two FM channels, the total operational FM stations of the group goes up to 11, Sun TV said.
Earlier, on August 24 the group had launched a FM radio station at Tirupati under the brand "S FM". Also, on August 30 Sun TV had bought 48.9 per cent stake in Red FM to strengthen its FM radio broadcasting business in northern, western and eastern regions of the country.
The media group already operates FM stations at Chennai, Coimbatore, Tirunelveli, Visakhapatnam, Bangalore, Hyderabad, Jaipur, Bhubaneswar and Tirupati.

From Rs.50 a day to a hugely successful radio jockey
By Papri Sri Raman, Chennai, Sep 17 : From a small town into a million hearts and record books, it has been a roller coaster ride for radio jockey N. Dheenadayalan, known to his listeners as Dheena or Speed Dheena.Growing up in the 1980s in Salem in western Tamil Nadu, for young Dheena Mumbai was as distant a dream as Memphis."My schoolteacher mother knew Dheena was not really academically inclined," the young man tells IANS with a smile.Like in every ordinary Indian household, 'to do something in life' was the constant din for Dheena and his brothers. All their goals were pre-set -- be it engineers or doctors. An entertainer wasn't a profession at all.His poor results in school were not good enough to push him into engineering college. So he enrolled for a B.Sc course in mathematics and got into a college, "probably because there were no takers for a math course", he says.He tried for an engineering college again. "It was a bad patch in my life, I was not quite sure where I was going. But it was a great learning process."His life changed when he did get into the Adhiyamaan College of Engineering at Hosur.It was "my hostel warden Krishnamurthy who first tapped my hidden talent", Dheena recalls with gratitude. He would entertain his fellow students, mimicking Tamil Nadu's great stars, Sivaji Ganesan, MGR and others. Dheena can mimic anyone he wants to. His interpersonal skills too are amazing.The warden told him he had to perform at the college function. "I had never been on stage... My hands shook as I held the mike..."After a while, the encores began. I forgot to shiver. Sivaji Ganesan's and Rajnikant's lines poured forth from my lips without a tremor."That was in the early 90s."It was a journey. I still use mimicry but, today, I use it as a pickle, not the main meal," says Dheena, one of the most popular radio jockeys on Big 92.7 FM.After graduating, Dheena came to Chennai in 1996, to work as supervisor for a company that made gas cylinders, for Rs.750 a month. "I learnt all about stress tests and heat checks!"It was at a friend's sister's wedding that he got his next chance to perform."Shankar's Sadhaga Peravaigal (musician Shankar's troupe) was performing. My friends insisted that I do a mimicry show on the same platform. Shankar noticed me and offered me Rs.50 per show with his troupe."So Dheena began shuttling between checking cylinders and performing at temples, weddings - wherever Shankar performed. Every show meant Rs.50 and food every day. Soon this became Rs.100 per show."But a good job still remained the ultimate Indian dream, soon I was off to Pondicherry to work for a plastic company at Rs.5,000 a month. It was hot inside the plant, we had at times three-day shifts, if someone else was absent!"Looking for an escape, Dheena became a salesman for hi-tech dentists' chairs, going from door to door. But he neither had smart clothes, nor did he know English!It did not take him long to realize that the artiste in him cried out for a break. He bought some branded clothes, went for a speakeasy course in English, and began selling SIM cards.Dheena took up a talk show for yet another musical group for Rs.500 per show. He was soon being paid to compere at events.When the Sun Television group called for radio jockeys as they were setting up a Tamil FM station, Dheena applied. They appointed just four out of 100 applicants. Dheena was offered a three-year contract and sent to Mumbai for training.Suryan FM and Sun Music gave Dheena the chance to find his true calling. "Talking to people, chatting up, making people laugh, listening to their stories, presenting music."At the end of his term this year, Dheena moved to Adlab's 92.7 FM, going on to become one of the most popular Tamil radio jockeys.From Aug 20 to 24, for 92 hours and seven minutes, Dheena compered a marathon chat session with his listeners joining in, the longest chat on Indian radio, setting sight on a Guinness record.

Radio in Argentina, 1920-1940
ARGENTINA. Book Review By Kenneth D. MacHarg: ``From Parsifal to PerEarly Radio in Argentina, 1920-1940`` offers insightful, entertaining overview of the early days of radio in ArgentinaI?m not sure what first drew me to this book?a life-long love of radio and mass media or my nearly 18 years of living and working in Latin America . Whatever it was, reading it was an insightful and entertaining experience. Dr. Robert Claxton?s discourse on the early development of radio in Argentina (1920-1944) is both well-researched as you would expect from an academic and easily readable as it explores the technological and programmatic development of radio services along with the broadcast medium?s on-going relationships with government, education and the business community.There were several impulses that moved radio to an early development in Argentina, including the electrification of the country and a government that was disposed to encourage local broadcasting. Electricity reached many locations in the country in the 1880s and, by 1920, over 40 percent of South America?s telephones could be found in Argentina . Those, along with a strong scientific community and the developments of World War I led to an early interest in radio technology among the military?a development which lapsed over into the educational and commercial areas as well. An eager amateur radio community as well as the development of early spark transmitters in use by 1902 led to further developments. And, then as now, Argentina was a country with a high literacy rate and a resulting interest in other forms of communication. With his unique title, From Parsifal to PerDr. Claxton hints at the roles that radio played in Argentinean cultural and political developments. Parsifal, an opera by Richard Wagner, was the first broadcast by a group of four amateurs who, using a five-watt transmitter and a wire strung between the Coliseo Theater and a nearby house, transmitted the three-hour performance to perhaps fifty crystal sets on August 27, 1920. Some proud Argentineans insist that the transmission was the first broadcast in the world in that it came before similar ?first? broadcasts by WWJ or KDKA in the United States. However, as Dr. Claxton says, ?Much depends on how one defines the word broadcast.? Dr. Claxton goes on to explore the necessity of marketing receivers, most of them designed and developed in Argentina, to capture the programs of the early radio pioneers and the development of such equipment from ugly boxes with wires and tubes to attractive pieces of furniture that were acceptable in living rooms throughout the country. One very interesting aspect of radio broadcasting in Argentina was that, primarily, it was home-grown. Initially radio stations developed as extensions of newspapers, educational institutions, governmental bodies and agricultural cooperatives. It took several decades for foreign radio station owners to enter the market and by then local styles and personalities had already been established. This stands in sharp contrast to other countries, such as Ecuador , where many early broadcasting initiatives came from foreign individuals and organizations. Quite a number of stations began as cultural or educational ventures that provided a cross-section of programming that could easily be compared to public radio offerings in the United States and elsewhere today. Later, as radio became more expensive to produce and entrepreneurs saw the potential to make money, a tension grew between the ideals of broadcasting in the public interest and radio as a generator of wealth or designed more for more common programming tastes. The book explores fascinating facets of radio programming, including the development of rural and small-town radio stations, the relationship of radio to the development of a national identity and the question of whether radio helped or hindered the development of democracy in Argentina. As a Latin American historian for many years at the University of West Georgia, Dr. Claxton is well-equipped to set the development of broadcasting in Argentina in its proper historical and cultural setting. And, as an aficionado of radio, he explores areas of the development of this media, such as shortwave broadcasting within Argentina and the reception of foreign broadcasts and their influence on Argentinean politics and culture.Along with extensive endnotes and a bibliography to document his research, Dr. Claxton includes a number of appendices listing, among other things, names of Buenos Aires radio dealers and brands, surveys of Argentine radio regulations and adherence to international broadcasting agreements as well as listings of Latin American pioneer radio broadcasters, commercial radio stations in Buenos Aires and in provincial cities, Argentine shortwave broadcasters, and cultural and economic information that affected the development of radio.As the author points out, a definitive history of radio broadcasting in Latin America has not been published in either English or Spanish.
