சீனாவில் தங்க.ஜெய்சக்திவேல் - முதல் நாள்

வணக்கம் நண்பர்களே, இலங்கையிலிருந்து சீனாவிற்கு ஞாயிறு மதியம் வந்து சேர்ந்தேன். விமான நிலையத்திற்கு சீன வானொலி நிலையத்தின் தமிழ் பிரிவில் இருந்து தேன்மொழி அவர்கள் வந்து என்னை வரவேற்று அழைத்துச் சென்றார்கள். நான் இலங்கையில் தங்கியபோது ஏற்பட்ட எனது அனுபவத்தினை விட இந்தப் பயணம் இன்னும் மகிழ்ச்சியாக இருந்தது.   நான் கொழும்புவில் இருந்து புறப்பட்ட போது இலங்கை நேரம் அதிகாலை 1.30. இங்கு சீனாவிற்கு சரியாக மதியம் சீன நேரம் 12.30க்கு வந்து சேர்ந்தேன். அன்றைய தினம் விமானம் சற்று முன்னதாக வந்துவிட்டதாக தேன்மொழி கூறினார்கள்.   விமான நிலையத்தில் இருந்து சரியாக 45 நிமிடப் பயணத்தில் நான் தங்குமிடத்துக்கு வந்து சேர்ந்தேன். எனது சுற்றுப்பயணம் தொடங்கும் நாளுக்கு ஒரு நாள் முன்னதாகவே வந்துவிட்டபடியால் நான் தமிழ் பிரிவின் சக பணியாளர் திரு.தமிழ்செல்வம் அவர்களுடன் தங்கினேன். அருமையான இரவு உணவினைத் தயார் செய்து கொடுத்தார் தமிழ்செல்வம்.   இரவு ஒரு நல்ல தூக்கத்தினை தூங்கினேன். திங்கள் காலை முதல் எனது முறையான சீனச் சுற்றுலா தொடங்கியது.   காலை சீன வானொலியின் தமிழ் பிரிவுக்கு சென்றேன். அங்கு கடமையாற்றிக் கொண்டு இருந்த துணைத் தலைவர் வாணி உட்பட அனைவரையும் சந்துத்து எனது வணக்கத்தினை  வாழ்த்துக்கலையும் தமிழக நேயர்களின் சார்பாகவும் எனது மனோன்மணியம் சுந்தரனார் பல்கலைக்கழகத்தின் சார்பாகவும் தெரிவித்துக் கொண்டேன். அதன் பின் தமிழ் பிரிவின் கலையகங்களைக் காணச் சென்றேன். மிகவும் அருமையாக இருந்தது.   குறிப்பாக டாஸ்கன் டெக் மற்றும் ஸ்டுடர் கன்சோல்களைப் பார்த்து வியந்தேன். காரணம் இது போன்ற கன்சோல்கள் ஒலிபதிவின் தரத்தினைக் கூட்டக் கூடியது.   அதன் பின் சக பணியாளர்களுக்கு நான் திருநெல்வேலியில் இருந்து வாங்கிச் சென்ற தனிச் சிறப்பான இனிப்பினை வழங்கினேன். அனைவரும் அதனை சுவைத்து பார்த்து மகிழ்ந்தனர்.   மதியம் வாணி, சரஸ்வதி மற்றும் தேன்மொழி ஆகியோருடன் இணைந்து மதிய உணவினை  சீன வானொலியின் பிரத்தியேக உணவகத்தில் உண்டோம்.  உணவின் சுவை   மற்றும் மணத்தினை பிரிதொரு பதிவில் நிச்சயம் கூறுவேன்.   மதியம் எனது சுற்றுலாவின் முதல் இடமான 'சொர்கக் கோவிலுக்கு' நிறைமதியுடன் நிறைந்த மனதுடன் சென்றேன். சீன வானொலிக்கு சொந்தமான பிரித்தியேக மகிழ்வுந்திலேயே என்னை அழைத்துச் சென்றார்கள். அந்த வாகனத்தின் முன் புறம் சீன வானொலியின் முத்திரையோடு 'சீன வானொலி நிலையம்' என்று எழுதப்பட்டு இருந்தது எனக்கு மிகுந்த மகிழ்வைத் தந்தது. காரணம் இது போன்ற வானொலிக்கு சொந்தமான வாகனங்களில் செல்வது ஒரு தனி மகிழ்ச்சியையும் மரியாதையையும் எனக்குள் ஏற்படுத்தும். அந்த மகிழ்ச்சியை முழுமையாக அனுபவித்தேன்.   சீனாவின் மிக முக்கிய இடமான சொர்கக் கோவில் பற்றி விரிவான கட்டுரையை எழுத வேண்டும் எனவே அந்த அனுபவத்தினை வேறு ஒரு பதிவில் உங்களோடு நிச்சயம் பகிர்ந்துகொள்வேன்.   அதன் பின் மாலையில் நாங்கள் மற்றும் ஒரு முக்கியமான இடத்திற்கு சென்றோம். கலைநயம் மிக்க அந்த இடம் சீனாவின் கலைக்காக மிகவும் புகழ்பெற்றது. முக்கியமாக உலகின் முக்கிய ஓவியர்களின் பாதம் பட்ட இடம் என்று கூறலாம். ஆம் லியோ லீ சாங் எனும் அந்தப் பகுதி ஒரு பழமையான சீனாவின் கிராமப் பகுதியை நம் கண் முன்னே கொண்டுவந்து நிறுத்துகிறது.   அந்தப்பகுதியில் ஓவியம் வரையத் தேவையான தூரிகைகள் மற்றும் அதற்குத் தேவையான வண்ண மைகள் எந்தப்புரம் திரும்பினாலும் விறகப்படுகின்றன. காலத்தால் அழிக்க முடியாத கலைபொக்கிசங்கள் நிறைந்த பகுதியில் எனது கால் தடம் பட்டதில் எனக்கும் மகிழ்ச்சியே. நாளை சீனாவின் முக்கியமான மற்றும் ஒரு நினைவுச் சின்னத்திற்கு செல்ல உள்ளேன். அந்த அனுபவத்தினையும் படிக்க ஆர்வமுடன் இருப்பீர்கள் என நம்புகின்றேன். சந்திப்போம் நாளை. - தங்க.ஜெய்சக்திவேல் (எழுதி முடித நேரம் நள்ளிரவு 12.15)

DRM to Celebrate Indian Platform Activity with Workshop in New Delhi

India is one of the leading countries in introducing DRM through an

ambitious roll-out plan spearheaded by the public broadcaster, All India
Radio (AIR). The progress has been good but the successful take-up of
Digital Radio for the millions of radio listening Indians will depend on:
affordable receivers, sufficient digital broadcasts, effective marketing
and good content.

With the endorsement of AIR, the DRM Consortium launched an "Indian DRM
Chapter" (Platform) in February 2011. Its focus is to support the digital
roll-out in India.

The Platform, which meets virtually every month in order to exchange
information and share in the latest development, is to hold a DRM Workshop
at the LaLit Hotel in New Delhi on November 22 offer an opportunity to all
interested parties and stakeholders to hear how the DRM transmissions in
India have been progressing, to get the latest DRM news from all over the
world and receive an update on the All India Radio digital roll-out.

Mr Yogendra Pal, the Honorary Chair of the India Platform is looking
forward to this meeting of the India Platform: "The meeting of the Indian
Platform members is long overdue. Though we share information virtually all
the time there is no better way to get the latest information and
contribute to the successful introduction of DRM in India, than meeting
face to face."

Ruxandra Obreja, DRM Consortium Chair, is keen that this event should be
open and welcoming to anyone interested: "DRM needs to go beyond the
transmission sites and excite radio manufacturers, content-makers and
listeners now. As you know, the DRM India Platform is open to membership
from other broadcasters, digital chip, module and receiver manufacturers,
transmission companies, distributors and retailers. On the 22nd we will all
meet and take the project forward."

Dgital Radio Mondiale TM (DRM) is the universal, openly standardised
digital broadcasting system for all broadcasting frequencies below and
above 30 MHz, including LW, MW, SW, band I, II (FM band) and band III. DRM
provides digital sound quality and the ease-of-use that comes from digital
radio, combined with a wealth of enhanced features: Surround Sound,
Journaline text information, Slideshow, EPG, and data services. DRM on
short, medium and long wave for broadcasting bands up to 30 MHz (called
'DRM30') provides large coverage areas and low power consumption. The
enhancement of the DRM standard for broadcast frequencies above 30 MHz
('DRM+') uses the same audio coding, data services, multiplexing and
signalling schemes as DRM30 but introduces an additional transmission mode

ALAPPUZHA: The Union government has approved All India Radio's (AIR)
proposal for setting up a frequency modulation (FM) station in Alappuzha,
where there is no such facility either in the private or the government
sector.
The present AIR (medium wave) station here only relays the programmes from
Thiruvananthapuram and New Delhi stations.
The upcoming FM station will have 10kW power and a 50-km coverage at the
primary level.
"AIR New Delhi office will soon invite tenders for erecting tower and
transmitters for the Alappuzha FM station. It will be set up in the 33-acre
transmitting radio station land at Pathirapally," George said.
The transmitting station was commissioned in 1971 with a 100kW capacity. In
1999, its capacity was upgraded to 200kW. Though Alappuzha station is the
highest power transmitting station in the state, it does not possess either
a studio or a production wing.

WorldSpace Radio re-launched on Airtel digital TV

New Delhi, Oct. 29: Bharti Airtel on Monday said the satellite radio

network WorldSpace Radio will be available on its Direct-to-Home service
Airtel Digital TV. The service has been launched on the DTH platform in
association with Saregama and Timbre Media who will jointly provide the
content for the application. The satellite radio station had exited India
in 2009.

Shashi Arora, CEO-DTH and Media, Bharti Airtel, said: "The launch of
Worldspace Radio on Airtel is an industry first and we are happy to
re-launch the evolved iMusicSpace application today on Airtel Digital TV.
This service is yet another step by Airtel towards making TV a wholesome
entertainment package for customers and we look forward to our partnership
with Timbre Media for the WorldSpace Radio service."

Shri Manish Tewari takes charge as Minister of Information & Broadcasting

Shri Manish Tewari took charge of his new assignment as Minister of

Information & Broadcasting here today. Speaking to media persons, after
assuming charge, Shri Tewari said that he would take forward the
comprehensive policies of the UPA Government taken recently in the Films,
Information and Broadcasting Sectors. The Minister reiterated that all
efforts would be taken to highlight the policies and programmes of the
Central Government. Regarding the key priority areas, the Minister said
that he would like to express his views only after he had a comprehensive
briefing.

Regarding the Digitization process, the Minister said that the Ministry had
put in place a roadmap for achieving the target of switching over from
analogue to digital. The Ministry had taken painstaking efforts to involve
the key stakeholders associated with the digitization initiative. The
Minister further mentioned that he was confident that the targets would be
met by the deadline stipulated.

Later, the Minister was briefed on the key initiatives, mandate and policy
framework of the Ministry by Secretary (I&B) and other Senior Officials.

Sri Lankan FM radios changed their frequencies

All the 45 FM broadcasting channels, operating in the country will be shifting their FM radio frequencies with effect from November 1, after Telecommunications Regulatory Commission of Sri Lanka (TRCSL) re-allocated radio frequencies in an effort to minimise the technical problems hindering the listeners from obtaining a clear sound reception.

The TRCSL is vested with full powers to determine and allocate the use of FM frequencies among radio broadcasters within Sri Lanka. At present there are about 45 FM broadcasting channels which operate within the 87.5 - 108 MHz frequency range.

"The TRCSL prepared a new transparent plan to re-allocate the frequencies among the FM channels taking into account the frequencies used by them at present. This was done on the basis of a national policy to reform the existing system, with the objective of minimising the practical problems currently confronting both the radio broadcasters and the listeners," TRCSL Director General Anusha Pelpita said in a statement.

The statement said under the new plan, the frequencies have been allocated in such a manner to ensure that all FM radio channels could be accessed with ease and sound broadcast from these radio channels is clearly received and heard by the listeners without loss of quality in any part of the island, including remote areas.

"The existing frequency separation of 100 khz between two channels has now been increased to 300KHz. This new arrangement will enable the radio listeners to get a clearer reception in any part of the country from any single frequency," the statement said.

AIR Chennai running on Generators now

Information from AIR Chennai is that their Home Service channels

720, 783, 1017 & 4920 are now running on Diesel Generators due to interruption of normal power supply cut due to cyclone Nilam which is hitting the area now.

The 100 kW SW tx on 7270 used for External Service to Sri Lanka is off air as no generator is available for it.

According to reports from Amateur Radio friends in Chennai, normal power supply has been interrupted in Chennai city due to cyclone.

The AIR Burmese Service noted on 15045 via Delhi at 1215 to 1315 for many weeks now has changed to their normal channel of 15040 from today.

Community radio gets complete waiver from any fee payment

Community Radios can now cheer. After reeling under financial pressure for
past few months over a five fold increase in annual spectrum and royalty
fees, they would now get a complete waiver from any fee payment.

The government's generosity comes after an intense push by the Information
& Broadcasting ministry, which felt that the community radio was a very
effective medium to make government's "development agenda" reach to the
people.

Financial Restructuring of Prasar Bharati (Broadcasting Corporation of

India) based on the Recommendations of the Group of Ministers on Prasar
Bharati

The Union Cabinet today approved the proposal of the Ministry of
Information and Broadcasting for financial restructuring of Prasar Bharati
(Broadcasting Corporation of India). The proposal is based on the
recommendations of the Group of Ministers (GoM) on Prasar Bharati (PB),
constituted under the chairmanship of the Home Minister, to examine various
issues pertaining to the functioning of Prasar Bharati.

On the basis of the recommendations of GoM, the Cabinet has given its
approval for the following in order to improve the overall financial
management of Prasar Bharati (PB):-

i. During the next five years from 2012-13 to 2016-17, Government non- Plan
support will be made available to PB for meeting 100 per cent expenses
towards salary and salary related expenses. All other operating expenses to
be borne by PB out of internal revenue earnings.

ii. Plan capital support by the Government to PB will be in the form of
grants-in-aid only and not in the form of loan.

iii. Accumulated interest on loan-in-perpetuity, interest on capital loan
and penal interest thereon payable by PB to Government will be waived off.

iv. Loan-in-perpetuity and capital loans provided to PB will be converted
into grants-in-aid.

v. Accumulated arrears of space segment and spectrum charges accrued to PB
upto 31.3.2011 of Rs. 1349.54 crore, to be waived off.

vi. Property and Assets will be transferred on book value to PB as per
provisions of Section 16(a) of the Prasar Bharati Act, 1990. Normal
accounting principles will be followed to determine their future value; and

vii. Director General of Audit, Central Revenues (DGACR) will continue to
be the nodal auditor of PB and will be assisted by qualified commercial
audit staff for the audit of the annual accounts.

Background:

The Prasar Bharati (PB), the Public Broadcaster in the country, has been
grappling with various financial and human resource/employee issues since
its inception, which have adversely affected its functioning as an
autonomous organization. In view of the problems being faced by PB, a GoM
was constituted under the Chairmanship of the Hon'ble Home Minister on 7th
March, 2006 to examine the issues of PB. The GoM was again reconstituted on
21.2.2011 which considered PB's future revenue earning potential given its
public service broadcasting mandate, and made a number of recommendations
for making PB a financially viable and sustainable organization.

India's first 1000 Kilo Watt Digital Radio Mondiale-DRM Super Power Transmitter-of All India Radio has been dedicated to the Nation at Liyare village in Jamnagar district in Gujarat today.

 

Speaking on this occasion, Mr.Jawahar Sircar, Chief Executive Officer of Prasar Bharati has said that All India Radio is going to install DRM digital technology transmitters at other Stations very soon. He said that this Super Power Transmitter of DRM Technology at Jamnagar will also help to spread the India's rich culture to our neighboring countries.

 

Inaugurating the newly commissioned Super Power Transmitters at the Liyare village of Jamnagar, Member of Parliament Mr. Vikram Madam expressed his gratitude for fulfilling the long pending demand of this border region of Gujarat.

 

Our Correspondent reports the Super Power Transmitter with DRM technology is capable of broadcasting in DRM, AM and simulcast modes which is the first of its kind in the country. The entire project was completed at the total cost of 42 crore rupees.

 

Three brand new solid state transmitters of 400 kW of S7HP model made by Thomson Broadcast of France is capable of pumping out 1200 kilo Watt power has been installed here this year by Engineers from France along with their counterparts from All India Radio.

 

Our Correspondent adds that it is a Relay Station used by Urdu, Sindhi and Baluchi programs of AIR External Services beamed to nearby Pakistan,Afghanistan, Iran and some other Gulf countries in North West direction. The frequency is 1071 kHz for AM mode and 1080 kHz for DRM mode.

 

During tests, Urdu Service and Vividh Bharati programs are being broadcast.

Radio Pakistan closing SW transmitters "with immediate effect" - press report

ISLAMABAD: The PPP government is under pressure to sell at throwaway prices the 370 acres of state-owned land, worth Rs50 billion, on the main GT Road in Rawalpindi to some of its favourites.

Owned by the Radio Pakistan, the land is in a prime location and there are reports of some influential persons pressing the top rulers to get the land for their commercial purposes but at throwaway prices.

Director General Radio Pakistan, Murtaza Solangi, when approached confirmed that some influential people had their eyes on this land but he assured saying, "I will not let this happen during my tenure.

"I will not allow this to happen during my incumbency, and if anything is done to achieve this objective, I will quickly resign,"� Murtaza Solangi said, adding, "I will work out on policies and projects so that this land remains in the ownership of Radio Pakistan and powerful persons could not even snatch it in future, after my departure."

The background of the story is that the Radio Pakistan management has decided to shut down 5 shortwave (SW) transmitters installed at HTP Rawat with immediate effect. These transmitters installed over a vast area of about 370 acres of land to transmit Radio Pakistan signals to the outside world including South East Asia, Gulf, Middle East, Europe and some other parts. The Radio Pakistan "Pakistan Broadcasting Corporation (PBC)" management is doing so to shift external services on internet and subsequently on satellite.

The staff members of PBC are of the view that short wave receivers are common across the world while everybody especially the rural and some of the urban population do not have internet or satellite receivers in their radio sets. They view that Radio Pakistan's SW installations are a strategic asset, which send Pakistan's message to the whole world and complete elimination of this infrastructure will be a great loss for Pakistan.

The PBC staff members said that the SW installation was not maintained on regular basis and thus there were some problems which could be removed by properly updating and overhauling the installed equipment and at a very low cost. These staff members also say that installed equipment is worth billions of rupees and will be sold for peanuts now.

However, on the other side, DG PBC, Murtaza Solangi is of the view that SW analogue technology is becoming redundant now and installed SW equipment has almost become outdated. He said this system consumed very big amount of electricity and yielded almost no results in return and thus remained unfeasible in a country which is already facing power shortages.

"We have to move to the advanced technology and our engineering department has worked out and researched before moving this proposal,"� Solangi said."According to our estimates, after removing SW technology, even if we will lose some overseas listeners we will also get more on internet and satellite technology,"� Solangi said and added that one out of these five transmitters will be retained as it was installed in near past and has the capacity to radiate signals in digital mode when we switch digital broadcasts.

He said that there would be problems in India, Bangladesh and Sri Lanka as there were listeners who would not have satellite receivers. "For India, we have strong medium-wave transmitters and can transmit our signals throughout India,"� Solangi said, adding: "For Bangladesh and Sri Lanka we are planning programme adjustment with broadcasters operating there."

The staff of Radio Pakistan showed this correspondent some communications of persons from Western Europe complaining about the frequency of SW transmitters of Radio Pakistan and, according to these members of PBC, these complaints had been resolved. According to them this shows interest of people from other countries in broadcasts of PBC and seeking information from Pakistan. However, DG Solangi was of the view that even such complaints from foreigners had diminished now.

Solangi said that during his four-year tenure as DG PBC, he had not sold even a single inch of Radio Pakistan land and same would be the case in the remaining part of his tenure. He said he would take every possible measure to ensure that even in future no one could dare to dole out this land to any influential person so that it could be retained as a national asset.

50th Anniversary of KBS World Radio in Spanish

KBS World Radio's Spanish service is celebrating its 50th anniversary.

Broadcasting its first program on the 19th of August 1962, the channel is now on air for four hours per day for the Spanish speaking audience around the world through diverse platforms such as shortwave radio, the Internet and FM radio.

To mark the occasion, a special program on K-Pop was broadcast on the 18th and 19th of August. First part of the program, entitled 'Love for Korea in Seven Shades', followed two girls from Mexico and Costa Rica visiting and experiencing Korea, while the second part was a chart show of the most popular K-Pop numbers in the Spanish speaking region.

KBS World Radio, broadcasts in eleven languages and serves as the window of Korean culture and entertainment content for the audiences of the world.

Radio Free Asia announces 16^th anniversary qsl card

Radio Free Asia (RFA) announces the release of our 16th anniversary QSL card. RFA’s first broadcast was in Mandarin on September 29, 1996 at 2100 UTC.Acting as a substitute for indigenous free media, RFA concentrates its coverage on events occurring in and/or affecting the countries to which it broadcasts. Those countries are: Burma, Cambodia, Laos, North Korea, Peoples Republic of China, and Vietnam. The design was chosen the favorite over four others posted on our Facebook page, RFA QSL. The microphone and flag is typical of what our broadcasters use in our Washington DC studios.This card will be used to confirm all valid reception reports from September 1 – December 31, 2012.  (AJ Janitschek Radio Free Asia )
